  1. Open a new document. I made the size 800x600. Move your foreground color white and your background color black by pressing 'D,' then 'X.' Then go to Filter > Render > Clouds. Then go to Filter > Render > Difference Clouds. Next, go to Image > Adjust > Invert (Ctrl + I). Finally, go to Filter > Render > Lighting Effects. Use these settings.












  2. When you're done, press OK. Then go again to Filter > Render > Lighting Effects again. Use these settings; make sure you put the tip of the spotlight at the brightest part of your picture.



















  3. Now go to Filter > Brush Strokes > Accented Edges and use these settings.

























  4.   Now make a copy of this layer. Go to the layers palette and set the blending mode to Multiply. It should look something like this now.































  5.   I think this could use a little more red. Go to Image > Adjustments > Hue/Saturation (Ctrl+U) and just slide the bar around until you get to red and click OK. I also don't like hard edges so I'm going to use Filter > Blur > Gaussian Blur to make it a bit softer. Not too much blur, just enough to get those edges soft. Now you can add anything you want to the bottom of this, like a meteor, and with good blending and a little more work you can get something like this:
