Make a new document. Make sure you start with a white background! Select the Type Tool (T) and type out your text. Then go to that layer and right click it. Select "Rasterize Layer" from the menu.
Go to Filter > Noise > Add Noise. Set it to this amount.
Merge the text image with the background image. (Ctrl+E) Then go to Filter > Pixelate > Crystallize.
Go to Filter > Stylize>Find Edges. Then go to Filter > Blur > Gaussian Blur. Enter 1.
Go to Image > Rotate Canvas > 90° CW. Then go to Image > Adjustments > Invert (Ctrl+I). Then Filter > Stylize > Wind.
Image > Rotate Canvas > 90°CCW. Then go to Image > Adjustments > Hue/Saturation (Ctrl+U). Check the "Colorize" option, and input these numbers.
Aaand you're done!
