Step One

Get a cool img, I took this one:

Step Two

Select the space ware you wont to zoom on. You can do that by pressing “quick mask” or just use the lasso tool. (I’m doing it with the quick mask and a 27px soft brush).

Step Three

When you selected the man (or the place ware you want to zoom on) go to select>inverse when you did it with the lasso tool. When you did the selecting job with the quick mask, just pres back to standard mode, so you get your selection.

Step Four

Now add a Gaussian Blur (filter>Blur>Gaussian Blur) 4 px (DON’T DESELCET!)

Step Five

When you did that, add a radial blur, use these 

settings:

Step Six

To make the effect a little better, do sharpen>sharpen 1 time (DON’T DESELCET! Before you do this!)

Step Seven

Edit some levels for a better effect! Go: Image -> Adjust -> Levels And do some settings, I did it like this:
